WebBoneworks was built on Unity, Bonelab is being built on SLZ's new Marrow engine. Popular PCVR mods will probably be ported to Bonelab's native mod framework, but I'd be surprised if they didn't need to be rebuilt from the ground up for the Quest version. Boneworks has been out for 3 years and has 2k mods tops. “Bonelabs” isn’t a game. Boneworks (for now) is better than Bonelab mod-wise, but that will change in a few weeks once Bonelab gets custom item support.

WebDescenders (indie bike-riding game in Unity) has mod support through mod.io that opens up a mod browser directly from in-game. It's very similar to what the Steam Workshop is like for installing mods (just clicking a "Subscribe" button to download and auto-install it).
